Online slots are legal in the UAE only on a GCGRA-licensed operator. Play971 became the first licensed online provider after Coin Technology Projects LLC was added to the GCGRA register on 28 November 2025. Offshore slot sites remain illegal for UAE residents under Federal Decree-Law 31/2021 — and using a VPN to reach them does not change that. For the full picture, read the full legality breakdown and how the GCGRA licenses operators and vendors.

Federal Decree-Law 31/2021 (as amended by 25/2025) criminalises participating in unlicensed gambling. Fines can reach AED 500,000 under Decree-Laws 31/2021 and 34/2021. Playing on the GCGRA-licensed Play971 is the only route that keeps a UAE resident on the right side of the law.
Every game on the licensed Play971 floor carries its provider’s standard published RTP and volatility rating, viewable on each game’s info panel. The table below lists popular titles from the licensed vendors — RTPs are the providers’ published defaults and can vary by configuration.

Until 15 December 2025, no online slot machine was legally available to UAE residents. Federal Decree-Law No. 31 of 2021 criminalised unlicensed gambling, and no UAE operator had a slots licence. The GCGRA changed that when it added Coin Technology Projects LLC to its public licensee register on 28 November 2025 and Play971 went fully operational two weeks later.
Play971’s slot catalogue at launch ran to approximately 800-1,000 titles, drawn primarily from licensed B2B vendors that hold separate GCGRA vendor approvals: Pragmatic Play, OneTouch, Evolution Gaming (slots wing), Hub88-distributed providers, and Live88 (Yolo Group). All games carry the providers’ standard RTPs (typically 94-97%) and volatility ratings, viewable on each game’s info panel.
Return-to-Player (RTP) is the long-run percentage of total wagered money that a slot pays back to players collectively. A 96% RTP slot returns AED 96 of every AED 100 wagered, in the long run. This is statistical — you may lose your entire AED 100 in a single session, or hit a big win — but over millions of spins the figure converges.
Volatility (variance) is separate: low-vol slots pay small wins frequently; high-vol slots pay rarely but pay big when they hit. Same RTP, different distribution. High-vol slots are favoured by bonus-clearing strategies because they offer the chance to spike past wagering requirements; low-vol slots are favoured for steady entertainment.
Many slots ship in several RTP versions (for example 96.5%, 94% and 92%), and an operator chooses which to run — the “configured RTP”. Under the GCGRA framework, licensed operators are required to run the highest published RTP, so a Play971 slot should return the provider’s top figure. Offshore sites face no such rule. Learn how RTP and volatility work on the licensed floor.
UAE-issued cards are frequently declined at gambling merchants coded MCC 7995. Because Play971 is GCGRA-licensed and set up for the UAE market, compliant AED deposits are designed to clear where offshore sites fail. Read why UAE cards decline gambling merchants (MCC 7995).
Demo (free-play) mode is supported on most Play971 slots before you deposit, so you can learn a game’s mechanics, paytable and volatility risk-free. Free spins from welcome bonuses let you test specific titles without risking deposit funds — see free spins and slot welcome bonuses.
