The short verdict

Play971 is the only online operator a UAE resident should sign up to today. It is licensed, AED-native, Emirates ID-verified, and bank-rails approved through the GCGRA process — meaning your card actually works instead of declining at MCC 7995. The game library is solid (Evolution-powered live casino, Pragmatic-tier slots, full sportsbook including F1 and Premier League), the responsible-gaming tooling exceeds what most international operators offer, and customer support is bilingual Arabic/English with UAE office hours. The trade-off is a smaller bonus catalogue than offshore competitors and a tighter game library than mature Malta-licensed sites have. Operator background

Play971 is the consumer-facing brand of Coin Technology Projects LLC, an Abu Dhabi-incorporated company that shares its registered address with The Game LLC (the UAE Lottery operator). Both sit under Momentum, an integrated gaming-technology holding that built the technical platform Play971 runs on and that provides the same platform layer to TrueWin, the operator’s second consumer brand. Momentum was an early counterparty to the GCGRA during the regulator’s pre-licensing consultation period and the two organisations have a notably tight working relationship as a result.

The licensing timeline tells the story. The GCGRA was established in September 2023. Mahzooz and Emirates Draw lost their lottery licence bids in 2024 and The Game LLC won. The GCGRA spent most of 2025 building out its vendor approval pathway (Evolution, Pragmatic Play, Aristocrat, IGT, Endorphina, Konami, Light & Wonder, Novomatic, OneTouch, Hub88, Live88, Xpoint, Sportradar, GeoComply and Cammegh are all on the public register by Q2 2026). Coin Technology Projects LLC was added to the licensee register on 28 November 2025 as the 19th licensee, soft-launched within a week, and went fully operational on 15 December 2025.

The corporate structure matters because UAE residents have specific consumer-protection routes that depend on the operator being a UAE-registered entity under federal supervision. With Play971 you can complain to the GCGRA directly if there’s a dispute; with an offshore Curaçao-licensed operator your only recourse is a foreign-jurisdiction complaints procedure that has no meaningful enforcement reach into the UAE.

Sign-up & KYC

Account creation on Play971 is straightforward but stricter on identity than international operators. The full flow:

  1. Visit play971.com on mobile or desktop. The site is fully bilingual Arabic/English.
  2. Enter your mobile number and receive an OTP. Verify the OTP.
  3. Provide your name, email, DOB, and create a password.
  4. Confirm you are 21 or older. The operator cross-checks against the Emirates ID birthdate in step 5; lying here voids your account.
  5. Upload your Emirates ID (both sides). Optical character recognition extracts the name, DOB, ID number and expiry. Verification typically completes in under five minutes during business hours.
  6. Optionally enable biometric login (Face ID / fingerprint).
  7. Set deposit limits before depositing. The operator nudges you towards this with a default-on prompt at first deposit; you can decline but the responsible default is to set something.
  8. Add a payment method — UAE-issued card in your own name, or UAE bank transfer.

This is below the headline numbers you’ll see on offshore affiliate pages (which advertise “AED 5,000 + 300 free spins”). The difference comes from two places.
