The UAE has two principal racecourses: Meydan in Dubai and the Abu Dhabi Equestrian Club. Meydan opened in 2010 and is the larger venue, with a grandstand that stretches a mile long and hosts more than 60,000 spectators. It headlines the Dubai Racing Carnival (January to March) and the Dubai World Cup (last Saturday of March). Abu Dhabi Equestrian Club runs a separate calendar of Thoroughbred and Purebred Arabian fixtures.
Neither Meydan nor ADEC operates licensed bookmaker pitches or a conventional tote. Cash-for-cash horse betting on UAE soil is not authorised under UAE law — gambling more generally is restricted under Federal Decree-Law No. 31 of 2021, and the Islamic-jurisprudence framework underpinning the legal regime disfavours wagering on chance-based outcomes.
What runs instead is a parimutuel raffle — specifically the “Pick 6” format at Meydan. Spectators buy tickets at a fixed price; tickets come with randomly allocated horse selections; the prize pool is fed by ticket sales rather than odds-based stakes. It is legal under UAE law and is the on-course commercial engagement.
From 28 November 2025, Play971 (Coin Technology Projects LLC, GCGRA-licensed) began offering horse racing markets as part of its Sports Wagering licence. UAE residents can now legally place real-money wagers on Meydan and international racing through Play971’s sportsbook in AED, with the same KYC and 21+ requirements as the rest of the platform.
This is a meaningful change: prior to Play971, UAE residents wanting to wager on Meydan races had no legal off-course route. International bookmakers price Dubai World Cup and Carnival fixtures for non-UAE bettors, but UAE residents using those bookmakers are exposed to Decree-Law 31/2021 penalties.
The Dubai Racing Carnival is the UAE racing calendar’s headline series, running from January through to the Dubai World Cup card in late March. It hosts G1, G2, and G3 races attracting international raiders, with prize money escalating week by week. The Carnival is one of the world’s richer winter racing series and attracts trainers from Japan, the US, the UK, and Ireland.
For form study, the Carnival fixtures publish race cards, weights, and trainer/jockey statistics on Meydan’s official site (meydanracing.com). Play971’s sportsbook markets open progressively as each fixture approaches.
ADEC runs a complementary calendar focused on Purebred Arabian races plus selected Thoroughbred fixtures. It’s smaller, less internationally trafficked, but a legitimate part of the UAE racing scene. Same wagering rules apply — no on-track tote, Play971 sportsbook is the legal off-track option.
Yes, via Play971’s GCGRA-licensed sportsbook (Sports Wagering licence). On-course, the legal option is the Pick 6 raffle. International bookmakers cannot legally take wagers from UAE residents.
General admission is typically free on standard race days; the Dubai World Cup card and select Carnival fixtures charge admission. Hospitality and box packages have separate pricing.
Legally, no — it’s a parimutuel raffle with fixed-price tickets and pooled prizes, structured to fall outside the gambling prohibition. It’s the on-course commercial engagement model Meydan has run for years.
The main season runs October to March, peaking with the Dubai Racing Carnival (January-March) and the Dubai World Cup card on the last Saturday of March.
