Yes — since 15 December 2025, online casino play is legal in the UAE on GCGRA-licensed operators Play971 and TrueWin. All other online gambling remains illegal under Federal Decree-Law 31/2021. Most affiliate sites still treat the UAE as a blanket prohibition; this timeline shows what actually happened, in order, with the dates and the legal significance of each step.

The UAE’s first casino, Wynn Al Marjan Island, is in Ras Al Khaimah (RAK), opening Q1 2027 — because RAK opted into the GCGRA framework and cleared the land-based licence for the Island 3 AMI FZ-LLC joint venture (Wynn Resorts, Marjan and RAK Hospitality Holding). Dubai has not announced a land-based integrated resort, and its position remains less publicly defined.
